SCIENTIFIC AND EDUCATIONAL ASPECTS OF THE DEVELOPMENT OF AGRICULTURAL COOPERATION

Abstract

The purpose of the article is to analyze the peculiarities of the formation and organization of scientific and educational support for the development of agricultural cooperation.

The scientific novelty. Based on the retrospective analysis of the development of cooperative education in Ukraine, the importance of international experience in the formation of cooperatives and the development of cooperative education was noted. The main factors of the external and internal environment that form and determine the development of scientific and educational services for the training of managers of cooperatives and cooperative associations have been studied. The evolutionary nature of the development of cooperative education and its interdependence with the influence of external conditions and the development vector of the economy and agricultural cooperatives are noted. It was established that the cooperative idea in Ukraine during the 150 years of its formation did not have effective, consistent state support, as a result of which the advantages of the cooperative model of agrarian entrepreneurship remain unrealized.

A significant drawback is the lack of systematic professional training of managers of cooperators, cooperative leaders, public awareness of the advantages of this business model. It is noted that the greatest influence on the development of cooperative education will be provided by the legislative provision of agricultural cooperation and the formation of a state program of financial support for the development and implementation of cooperative education. The need to provide cooperative education by combining the components of a continuous educational process - information, education, advanced training, counseling - is substantiated. It is pointed out that there is no clearly defined model for the development of agricultural cooperation, and therefore cooperative education.

Conclusions. The need to improve legislative and legal regulation, a balanced national strategy for the further development of obtaining scientific and educational services, the development of programs to encourage cooperators to study, exchange of experience, the formation of effective regional innovation centers with advisory consultative services, the introduction of training of agricultural cooperation specialists in agrarian universities, programs of internship abroad.
